Dear Oveur and Eve Friends,
I think the underlying problem here is "how to get more players into more challenging space areas", and I'd like to offer a simple suggestion on how to do that - add a practical cloaking device to the game that makes sense.
A "meaningful" cloak would work long-term, allow normal warp and full-speed movement for any given ship...but it would also impose a 30 second delay before you can target (after dropping your cloak) so that pirates cannot spring upon unsuspecting victims, and your weapons must be idle for 30 seconds before you can engage the cloak (so you cannot use the cloak to escape from a battle that you're actively engaged in).
With a "useful" cloak, non-PvP'ers like me (yes friends, I'm a 40 year old carebear) can slip past gate gankers and rats to explore the deepest regions of the galaxy.
Of course, you can't target, fight/mine, or use drones while under cloak (the way it is now), but if I'm mining and a pirate/NPC appears, I can drop to cloak and escape. Unlike current cloaks, I'd also like to drop to cloak if I've been targetted and fired upon AS LONG AS I DON'T RETURN FIRE. If I return fire, I'm committed to the PvP/NPC battle until I win, loose, or shut down my weapons for 30 seconds (usually long enough to determine the outcome of any PvP battle). And of course, a cloak takes a high power slot, so cloak users bear the "penalty" of one less weapon.
I hope that CCP might consider this as a very simple and fair solution that will allow PvP enthusiasts to continue their enjoyment of the game, while allowing non-PvP'ers like me to mitigate (at least most) unwanted PvP while still accessing the more exotic areas of the universe.
I think that one meaningful cloaking device in the game can go a LONG way toward easing the "PvP versus non-PvP versus gate ganking versus industrial interests" tug-of-war that seems to have been plaguing the game for so long. A decent cloak makes PvP much more of a choice, without the need to shuffle gates, crush alliances, or mess with any of the other game mechanics that largely aren't broken.
